Associate Professor Dr Chang Teck Peng, originally a seasoned journalist who transitioned into academia, boasts over 30 years of professional experience in the realm of communication and media. His extensive expertise spans various domains, including the political economy of communication, communication law and policies, journalism, as well as Internet and information and communication technologies. Notably, Dr Chang is one of the few experts on Chinese-language media in Malaysia and Singapore.

Dr Chang joined Tunku Abdul Rahman University of Management and Technology (TAR UMT) in 2018. Since 2020, he has successively served as the Programme Leader for the Diploma in Media Studies, the Bachelor of Communication (Honours) in Media Studies, the Master of Arts in Communication, and the Doctor of Philosophy in Communication programmes.

Dr Chang’s academic journey commenced with a Bachelor of Communication (Honours) from the School of Communication at Universiti Sains Malaysia (USM), followed by a Master of Philosophy from the Institute of Malaysian and International Studies (IKMAS) at Universiti Kebangsaan Malaysia (UKM). Furthering his studies, he secured a scholarship from the Ministry of Education, Taiwan, to pursue his doctoral degree in communication studies at Shih Hsin University, Taiwan. His doctoral thesis, titled “The Governmentality of Internet Media: A Comparative Study on Malaysia and Singapore,” earned him recognition, including The Best Doctoral Thesis Award (second place) from the Taiwan Association of Southeast Asian Studies.

Dr Chang’s scholarly contributions extend beyond academia, with numerous books, journal articles, and chapters to his credit. He is also a columnist and contributor to various media outlets across Malaysia, Singapore, Taiwan, and Hong Kong, having penned over two hundred articles that offer insightful analyses on communication and media landscapes.

In addition to his academic pursuits, Dr Chang’s leadership roles are noteworthy. He served as the Founding Departmental Head for Media Studies at New Era College (now New Era University College), Malaysia, where he played a pivotal role in establishing and developing the department. He was also tasked by Southern College (now Southern University College) with planning and establishing its founding diploma and bachelor’s programmes in the Department of Journalism and Communication Studies.

Furthermore, he served as the Founding Editor of merdekareview.com, a Chinese-language news portal that garnered popularity from 2005 to 2012. Under his stewardship, the portal provided comprehensive news coverage and analyses, contributing significantly to the discourse within Malaysia’s Chinese-speaking community.

Through his diverse portfolio of writings, publications, and leadership positions, Dr Chang has demonstrated his prowess as a multifaceted media practitioner, educator, and institutional leader. His accomplishments have earned him advisory roles in both local and foreign institutions, solidifying his reputation as a trusted authority in the field of communication and media.
