Combining extensive media industry experience with academic leadership and institutional development, he brings a distinctive blend of professional insight, scholarly expertise and leadership experience to higher education. His areas of specialisation include the political economy of communication, communication law and policy, journalism, and Internet and information and communication technologies (ICTs). He is among the relatively few scholars with specialised expertise in Chinese-language media in Malaysia and Singapore, contributing to a deeper understanding of media, politics and society in the region.

Dr Chang joined Tunku Abdul Rahman University of Management and Technology (TAR UMT) in 2018. Since 2020, he has successively served as Programme Leader for the Diploma in Media Studies, Bachelor of Communication (Honours) in Media Studies, Master of Arts in Communication, and Doctor of Philosophy in Communication programmes. His experience across diploma, undergraduate and postgraduate education has provided him with a broad perspective on academic programme leadership, curriculum development, postgraduate education and research supervision. These responsibilities have strengthened his understanding of the academic and organisational dimensions of higher education.

Dr Chang’s institutional development experience extends beyond TAR UMT. As the Founding Head of the Media Studies Department at New Era College, now New Era University College, Malaysia, he played a pioneering role in establishing and developing the department. He was also entrusted by Southern College, now Southern University College, with planning and establishing the founding diploma and bachelor’s degree programmes in its Department of Journalism and Communication Studies. These appointments reflect his capacity to contribute to academic institution-building, programme development and the expansion of communication and media education. His experience in helping establish academic departments and programmes provides a valuable foundation for leadership roles requiring strategic planning, academic development and organisational coordination.

Dr Chang also serves on the Malaysian Qualifications Agency’s (MQA) Panel of Assessors, contributing his academic expertise to the evaluation and quality assurance of higher education programmes.

Dr Chang received his Bachelor of Communication (Honours) from the School of Communication at Universiti Sains Malaysia (USM), followed by a Master of Philosophy from the Institute of Malaysian and International Studies (IKMAS), Universiti Kebangsaan Malaysia (UKM). Supported by a scholarship from Taiwan’s Ministry of Education, he pursued his doctoral studies at Shih Hsin University, Taiwan. His doctoral thesis, The Governmentality of Internet Media: A Comparative Study on Malaysia and Singapore, received second place in the Best Doctoral Thesis Award presented by the Taiwan Association of Southeast Asian Studies. His academic training and comparative research have informed his sustained engagement with media systems, public policy and the political and social dimensions of communication.

As a scholar and public intellectual, Dr Chang has authored numerous books, journal articles and book chapters, alongside more than 200 articles offering analysis and commentary on communication and media. His contributions have appeared in media outlets across Malaysia, Singapore, Taiwan and Hong Kong. His work bridges academic scholarship and public discourse, addressing issues including media ownership, political power, communication policy, journalism and press freedom. Through his sustained engagement with both academic and public audiences, he has contributed to informed debate on the role of media in society and the challenges facing contemporary communication systems.

Before entering academia, Dr Chang established himself as an experienced journalist and media practitioner. He subsequently became the Founding Editor of Merdeka Review (merdekareview.com), a Chinese-language news portal that gained prominence between 2005 and 2012. Under his editorial leadership, the portal provided news coverage, political analysis and commentary for Malaysia’s Chinese-speaking community. This combination of professional journalism, editorial leadership and academic experience gives him a distinctive understanding of the relationship between media practice, public communication, institutional responsibilities and societal change.

Beyond his teaching, research and writing, Dr Chang has undertaken advisory roles in local and international institutions, extending his professional engagement beyond his immediate academic environment. His career reflects a sustained commitment to academic development, intellectual inquiry, professional engagement and the advancement of communication and media education.

Drawing on more than three decades of professional experience, a record of academic programme leadership, pioneering contributions to institutional development and an established public profile, Dr Chang brings a distinctive combination of academic credibility, industry knowledge and organisational experience to higher education leadership. His professional outlook emphasises the importance of academic quality, critical thinking, institutional relevance and meaningful engagement between universities and society. These strengths position him to contribute to the strategic development, academic leadership and broader public mission of higher education institutions.

Click here for full Curriculum Vitae.

Academic Leader | Communication and Media Scholar | Institutional Developer | Public Intellectual Associate Professor Dr Chang Teck Peng is an accomplished academic, media scholar and former journalist with over 30 years of professional experience spanning journalism, higher education, research and public engagement.
